Off-Duty NYPD Office Plows into Pedestrian on Staten Island

Staten Island, N.Y.—An off-duty NYPD officer is facing charges of vehicular manslaughter and drunk driving after killing a pedestrian with his personal SUV. The fatal accident occurred late Friday morning, October 4, 2013, at 6:20 a.m. on Richmond Terrace, CBS New York reported.

According to reports, William “Bruce” Hemphill, 51, of Tillman Island, Md., was hit by Joseph McClean, 29, who was allegedly traveling at high speeds when the accident occurred.

Hemphill was apparently crossing the road to his job at Great Lakes Dredge and Dock when McClean plowed into him.

McClean, who works at the 121st Precinct on Staten Island, remained at the scene and was taken into custody. He was charged with second-degree vehicular manslaughter, driving while intoxicated and driving while alcohol-impaired.

On Friday morning, McClean was arraigned on his charges.

Investigations into the deadly pedestrian accident are underway.
